Pamela J. Tate

Pamela J. Tate has been President of The Council for Adult and Experiential Learning (CAEL), a national, non-profit educational organization committed to expanding lifelong opportunities for adults, since 1990. As President of CAEL, she has led the organization's growth and involvement in public policy, innovative workforce education services for employers, adult learners, government agencies, and systemic change efforts within higher education.
Tate is nationally recognized for her work in facilitating workforce education and training programs among educational institutions, business, labor, and government and for her efforts in assisting colleges and universities to develop systems of prior learning assessment and quality assurance in adult learning programs.
Tate has delivered numerous presentations and keynote speeches on workforce education and public policy, including recent speeches at the annual conference of the University Continuing Education Association (UCEA), the annual conference for the Association for Continuing Higher Education (ACHE), the annual convention of the American Association of Community Colleges, the Presidents Institute of the Council of Independent Colleges, the 2007 U. S. Conference of Mayors, the 2007 annual conference of the National Association of Workforce Boards, the 2007 Ohio Workforce Summit, the 2007 and 2008 Department of Labor's Workforce Innovations Conferences, the 2007 Annual Conference of the Arkansas Association of Two Year Colleges, the 2007 Mississippi Governor's Workforce Summit, the 2008 Annual Conference of the Society for Human Resource Management, the 2008 annual academic vice presidents' conference of the American Association of State Colleges and Universities, the 2009 ACT WorkKeys National Conference, and the 2009 Women in Government Adult Learner Symposium.
Prior to joining CAEL in 1987, Tate served as lead consultant to the UAW-Ford National Development and Training Center in the design and implementation of the College and University Options Program (CUOP) for Ford's unionized workforce. She had a primary role in leading CAEL to implement the CUOP program in eight cities in the Midwest for UAW-Ford.
Among her many contributions, she has provided consulting to numerous joint labor-management education and training programs since the UAW-Ford experience; to hundreds of companies' human resources and training operations; to dozens of colleges and universities as well as state systems of higher education; and to multiple regions of the country through the United Sstates Department of Labor's WIRED (Workforce Innovation in Regional Economic Development) initiative. She designed and launched FWorkforceChicago, an innovative CEO-led initiative to recognize and disseminate exemplary practices in employee learning and development which has become a significant voice in the Chicagoland business community for investments in employee learning and education.
