Academic Affairs and Student Affairs Council By-Laws

Statement of Policy

Two councils are responsible for academic decision making and policy development at Excelsior College: The Academic Affairs Council (AAC) and the Student Affairs Council (SAC).

Academic Affairs Council

Through policy development, revision, and implementation, the AAC will:

Oversee the academic program/curriculum development, revision, and elimination process.
While each academic school will have a curriculum committee, the AAC’s purpose is to emphasize cross-school collaboration, avoidance of duplication, the integration of course and assessment-based approaches to academic program development, and broad strategic issues related to program array, degree requirements, outcomes assessment, and student success.

Set strategic direction for the management and evolution of online courses and Excelsior College® Examinations (ECE) through the creation of standards and guidelines for course/exam development and revision.
The Dean of the Center for Online Education, Learning, and Academic Services (COELAS), in collaboration with the academic deans, is responsible for executing online course standards; the Dean of Assessment, in collaboration with the academic deans, is responsible for executing examination standards.

Set college-wide standards for faculty roles, titles, expectations, development and recruitment.
Individual faculty hiring and personnel decisions are the prerogative of the academic deans.

Make determinations about any student conduct actions that fall beyond the purview of the deans.

The AAC will be chaired by the provost. Membership will consist of the following:

  • The deans and one senior level administrator from each school or unit (designated by the dean).
  • The assistant vice president for Outcomes Assessment and Institutional Research and one senior level administrator from Outcomes Assessment and Institutional Research (designated by the AVP of Outcomes Assessment and Institutional Research).
  • The vice provost.
  • The director of Academic Operations.
  • The director of Faculty Development and Support.
  • The vice president of Information Technology.
  • The executive director of the Center for Educational Measurement (CEM).
  • One full-time faculty member from each school.
  • The chair of the College Curriculum Committee.
  • A representative from the Graduate Council.
  • One senior level administrator from the CEM.
  • On an annual rotating basis, one member of the Director of Advisement and Evaluation (DAE) team will also serve on the AAC.
  • Upon the recommendations of the deans, two adjunct faculty members will be appointed to AAC to serve one year terms, and two student representatives will also be appointed to serve one year terms.

Student Affairs Council

Through policy development, revision, and implementation, the SAC will:

  • Oversee academic advising policy and procedures and set the strategic direction for academic advising initiatives.
     
  • Oversee the transfer of credit policy and practice, and other sources of credit (e.g., portfolios, examinations).
     
  • Make determinations about extra-institutional credit appeals.
     
  • Monitor the implementation of Satisfactory Academic Progress and other academic policies that need to be in compliance for Title IV.
     
  • Set strategic direction for the evolution of learning services and resources made available to promote student success in EC courses and examinations through the creation of standards and guidelines. The dean of OELS, in collaboration with the academic deans and the director of Advising Services and the DAEs, are responsible for implementing these services and standards.

SAC will be chaired by the Vice Provost. Membership will consist of the following:

  • Provost.
  • Vice Provost.
  • Director of Academic Operations.
  • Director of Advising Services.
  • DAEs from each school.
  • Registrar.
  • Assistant Dean of Learning and Academic Support Services.
  • Vice President for Enrollment Management.
  • Executive Director Center of Military Education.
  • A senior level administrator from the Center for Educational Measurement.
  • Assistant Vice President for Financial Aid.
  • Representatives from the Office of Information and Technology Services, the Business Office, graduate programs and Admissions, ombudsperson, and a senior academic advisor (rotational).
  • On a rotating basis, one dean will also serve on the SAC.
  • Upon the recommendations of the deans, two student representatives will also be appointed to serve one year terms.

Procedure

At the beginning of the calendar year, each Council will set an agenda of major items, issues, and policies to be considered for the year. In addition, each Council will take up agenda items as needed.

Both Councils meet monthly. As needed, special meetings, standing committees and ad hoc committees will be convened by the provost and vice provost.

Both Councils are convened by the provost or his/her designee.

Both Councils will operate by majority voting. Absent members can send a delegate and his/her delegate will be granted voting rights.

Robert's Rules of Order Newly Revised will guide meeting management.

Agendas for the meetings, along with relevant materials, will be distributed at least three business days in advance for the meetings. Agendas and meeting materials are distributed via email to all Council members. Meetings are open and guests are frequently invited to participate in discussions.

Minutes of the meetings and the Academic Policy and Procedures are available to everyone in the college community.
