Transparency at Excelsior

Excelsior College is the founder and a member of The Presidents' Forum, a consortium of colleges and universities that are regionally accredited, serve adult students, and provide education at a distance. Consortium members joined together in a project called Transparency by Design, which was intended to provide information that would help students make informed decisions about their educational investment. When the project concluded, Excelsior College chose to continue providing data on important topics such as student and alumni satisfaction, student engagement, and the costs of degree programs.

State Authorization Reciprocity Agreement

NC-SARA Approved Institution LogoExcelsior College has been approved by the New York State Education Department to participate in the State Authorization Reciprocity Agreement (SARA). The National Council for State Authorization Reciprocity Agreements (NC-SARA) welcomed Excelsior College to officially join the initiative effective January 5, 2017.

SARA is a voluntary agreement among member states, districts and territories that establishes national standards for interstate offering of distance education courses and programs. This Agreement is intended to make it easier for students to take online courses offered by postsecondary institutions based in another state. State Authorization Reciprocity Agreement Student Complaint Process

Students, or prospective students, must first attempt to resolve a complaint within the College by following the process detailed in the Student Complaint Policy, which can be found in the Student Handbook and on the College's website. Pursuant to the State Authorization Reciprocity Agreements Policy and Operations Manual Version 16.3, Section 4.5(c), "If a person bringing a complaint is not satisfied with the outcome of the institutional process for handling complaints, the complaint (except for complaints about grades or student conduct violations) may be appealed, within two years of the incident about which the complaint is made, to the SARA portal entity in the home state of the institution against which the complaint has been lodged. That entity shall notify the SARA portal entity for the state in which the student is located of receipt of that appealed complaint." Typically, the state portal entity is that state's education department or agency. See the process in chart form.

In the unlikely event that students believe their complaint is not resolved by the methods outlined in the College's publications, they may appeal to the following SARA/Non-SARA portal agencies:

Therefore, students are advised and encouraged to contact the appropriate licensing board to determine if the College's degree program will meet the requirements for licensure or certification in their home state.

State Licensure Requirements for Associate Degree in Nursing Graduates (effective 03/12/2012):

Pre-Admission State Board Form is needed.

Initial Licensure: Excelsior College graduates are eligible to seek RN licensure by examination in Alabama. Your application will be considered on an individual basis by the board of nursing at the time of application. In the past, LPNs who can demonstrate completion of an LPN program that includes psychiatric and obstetric clinical rotations have been reviewed favorably.

Endorsement: Excelsior College graduates are eligible to seek RN licensure by endorsement in Alabama. Your application will be considered on an individual basis by the board of nursing at the time of application.

State Licensure Requirements for Associate Degree in Nursing Graduates (effective 10/11/2016):

Pre-Admission State Board Form is needed.

Preceptorship required.

Direct licensure: Students enrolling on or after September 1, 2006, must complete a 120-hour clinical preceptorship. This is completed before graduation and is administered by Excelsior College at a hospital(s) in Arizona. An additional fee is charged for the preceptorship.

Endorsement: Students enrolled on or after September 1, 2006, may endorse into Arizona with 960 hours of RN clinical experience or will need to complete a 120-hour clinical preceptorship. Excelsior College administers the preceptorship at a hospital(s) in Arizona. An additional fee is charged for the preceptorship.

Excelsior College is authorized to operate in Arkansas under the terms and provisions of the State Authorization Reciprocity Agreement (SARA). Initial approval for institutional participation was granted by the National Council for State Authorization Reciprocity Agreement (NC-SARA) on January 5, 2017.

The Arkansas Higher Education Coordinating Board (AHECB) has established rules and regulations specifying general education core requirements for Arkansas students. These requirements are not included in the curriculum for the associate degree in nursing program.

If your educational plans include transfer of your credits to an Arkansas institution for degree completion, attending graduate school in the State of Arkansas, or if you plan to work for an Arkansas employer that requires employees to complete the AHECB general education requirements, you will be required to complete additional general education requirements. This disclosure is outlined in detail in the Arkansas Pre-Admission State Board form that you are required to complete during your application to Excelsior College.

As an out-of-state accredited, private, nonprofit, independent institution, Excelsior College is not currently subject to the regulations of the California Bureau of Private Postsecondary Education. Therefore, Excelsior College is in compliance with California regulations concerning postsecondary distance education.

State Licensure Requirements for Associate Degree in Nursing Graduates (effective 03/05/2012):

Pre-Admission State Board Form is needed.

Direct licensure: All graduates enrolled on or before December 5, 2003 may apply for RN licensure or endorsement.

Excelsior College is authorized to operate in Colorado under the terms and provisions of the State Authorization Reciprocity Agreement (SARA). Initial approval for institutional participation was granted by the National Council for State Authorization Reciprocity Agreement (NC-SARA) on January 5, 2017.

State Licensure Requirements for Associate Degree in Nursing Graduates (effective 03/08/2012):

Pre-Admission State Board Form is needed.

Preceptorship required.

Students who enrolled after January 1, 2006 are eligible to apply to the Colorado Board but must complete a preceptorship after graduation. This must be approved and administered by the Colorado Board. The requirement for the preceptorship for LPNs is 350 hours and for non-LPNs is 750 hours.

Endorsement: All graduates enrolled after January 1, 2006, must endorse in with 2000 hours of RN experience (or complete the preceptorship).

Excelsior College is authorized to operate in Connecticut under the terms and provisions of the State Authorization Reciprocity Agreement (SARA). Excelsior College is authorized to operate in Delaware under the terms and provisions of the State Authorization Reciprocity Agreement (SARA). State Licensure Requirements for Associate Degree in Nursing Graduates (effective 03/05/2014): ENDORSEMENT ONLY.

Pre-Admission State Board Form is needed.

Endorsement: As of January 2014, all graduates with 400 hours of RN experience within the two years immediately preceding application are eligible to be licensed.

Excelsior College does not have a physical presence in the state as defined by the Florida Commission for Independent Education. Therefore, Excelsior College is in compliance with Florida regulations concerning postsecondary distance education.

State Licensure Requirements for Associate Degree in Nursing Graduates (effective 05/14/2015):

Pre-Admission State Board Form is needed.

The requirements for RN licensure were revised in May 2011. LPNs, paramedics, and military corpsmen are allowed to apply for direct licensure after completing our associate degree in nursing. However, the Board will determine if you will be required to do a preceptorship based on your clinical training and work experience.

LPNs or graduates with 50% traditional nursing school clinical hours who complete the Excelsior College nursing program may apply for the RN license. 

Non-LPNs graduates must apply for endorsement into LA with six months RN experience.

Effective October 1, 2013 Excelsior College graduates are eligible to apply for licensure by endorsement if they have worked as an RN for 1000 hours within the 12-month period immediately preceding the date of application for licensure.

Excelsior College was founded in 1971 by the New York State Board of Regents, and was originally known as the Regents External Degree Program (REX). From 1971 until 1998, Regents College (as it became known in 1986) operated as a program of the Board of Regents (which also served as its board of trustees) and under the authority of The University of the State of New York by which degrees and diplomas were awarded during that period. In April 1998, the Board of Regents granted the College a charter to operate as a private, nonprofit, independent institution and on January 1, 2001, Regents College changed its name to Excelsior College.

State Licensure Requirements for Associate Degree in Nursing Graduates (effective 10/11/16):

Preceptorship required.

Initial: Students are required to complete a 60-hour clinical preceptorship. This is completed before graduation and is administered by Excelsior College at a hospital in Oklahoma. An additional fee is charged for the preceptorship. 

Endorsement: Graduates must complete a 60-hour preceptorship. Excelsior College administers the preceptorship at a hospital in Oklahoma. An additional fee is charged for the preceptorship.

State Licensure Requirements for Associate Degree in Nursing Graduates(effective 07/20/17):

The Bill directing the Board of Nursing to license graduates of the Excelsior nursing program (HB2950) was passed by the senate and the house and signed by the governor. The Bill directs the Board of Nursing to establish a process for licensure. The Board of Nursing is conducting public meetings to meet this requirement. Dean Pollard is representing the School of Nursing at these meetings. When the process has been finalized, enrolled students will be notified.

State Licensure Requirements for Associate Degree in Nursing Graduates (effective 03/08/12):

Pre-Admission State Board Form is needed.

All graduates enrolled on or before June 30, 2006 will be allowed to apply for licensure. All graduates with an enrollment date of July 1, 2006 and after must have 480 hours of RN experience to endorse into the state.

Initial approval for institutional participation was granted by the National Council for State Authorization Reciprocity Agreement (NC-SARA) on January 5, 2017.

State Licensure Requirements for Associate Degree in Nursing Graduates (effective 08/12/13):

Pre-Admission State Board Form is needed.

Initial Licensure: Graduates applying for direct licensure will be issued a provisional RN license with requirements to work for a predetermined number of hours before being issued an RN license. For graduates who were LPNs upon enrollment with Excelsior College, the required number of hours to work with a provisional RN license is 350. For all other graduates, the required number of hours to work with a provisional license is 500. 

Endorsement: Graduates applying for licensure by endorsement must have 960 hours of RN experience.

State Licensure Requirements for Associate Degree in Nursing Graduates (effective 03/03/17):

Important: Excelsior College has suspended applications to the associate degree nursing program, the bachelor’s program, and the RN to MS nursing program from residents of the state of Washington effective 03/03/2017.

For Enrolled Students: Preceptorship required.

Initial: Only LPNs with 200 hours precepted experience set up through a Washington Nursing Commission approved facility may apply for licensure by examination. 

Endorsement: Excelsior graduates who are licensed as an RN in another state may endorse their license to Washington if they have 1000 hours of practice as a registered nurse.
