Excelsior College is the founder and a member of The Presidents’ Forum, a consortium of colleges and universities that are regionally accredited, serve adult students, and provide education at a distance. Consortium members joined together in a project called Transparency by Design, which was intended to provide information that would help students make informed decisions about their educational investment. When the project concluded, Excelsior College chose to continue providing data on important topics such as student and alumni satisfaction, student engagement, and the costs of degree programs.

State Authorization

State Authorization Reciprocity Agreement

SARA logoExcelsior College has been approved by the New York State Education Department to participate in the State Authorization Reciprocity Agreement (SARA). The National Council for State Authorization Reciprocity Agreements (NC-SARA) welcomed Excelsior College to officially join the initiative effective January 5, 2017.

SARA is a voluntary agreement among member states, districts and territories that establishes national standards for interstate offering of distance education courses and programs. This Agreement is intended to make it easier for students to take online courses offered by postsecondary institutions based in another state. State Authorization Reciprocity Agreement Student Complaint Process

Students, or prospective students, must first attempt to resolve a complaint within the College by following the process detailed in the Student Complaint Policy, which can be found in the Student Handbook and on the College’s website. Pursuant to the State Authorization Reciprocity Agreements Policy and Operations Manual Section 4.5(c), “If a person bringing a Complaint is not satisfied with the outcome of the institutional process for handling Complaints, the Complaint (except for Complaints about grades or student conduct violations) may be appealed, within two years of the incident about which the Complaint is made, to the SARA portal entity in the home state of the institution against which the Complaint has been lodged. That Portal Entity shall notify the SARA Portal Entity for the State in which the student is located of receipt of that appealed Complaint.” Typically, the state portal entity is that state’s education department or agency. Excelsior College will no longer admit students to the associate degree nursing program who reside in the state of Arizona.

Direct licensure: Students must complete a 120-hour clinical preceptorship. This is completed before graduation and is administered by Excelsior College at specific hospitals in Arizona. An additional fee is charged for the preceptorship.

Endorsement: Graduates may endorse into Arizona with 960 hours of RN clinical experience or complete the 120-hour clinical preceptorship. Excelsior College administers the preceptorship at specific hospitals in Arizona. An additional fee is charged for the preceptorship.

Excelsior College graduates may apply for licensure by examination in another state and work for a federal facility in Arizona, such as a VA hospital, military hospital, or federal correctional facility.

Students are required to submit the Excelsior College State Board Pre-Admission Form during application to the College.

State Licensure Requirements for Associate Degree in Nursing Graduates (May 2019):

Direct licensure: Students who enrolled after January 1, 2006, must complete a preceptorship after graduation. This preceptorship is approved and administered by the Colorado Board of Nursing. LPNs/LVNs must complete a 350-hour preceptorship and non-LPNs/LVNs must complete 750 hours.

Endorsement: Graduates enrolled after January 1, 2006, may apply for licensure by endorsement with 2000 hours of RN experience (or complete the preceptorship).

Excelsior College graduates may apply for licensure by examination in another state and work for a federal facility in Colorado, such as a VA hospital, military hospital, or federal correctional facility.

Students are required to submit the Excelsior College State Board Pre-Admission Form during application to the College.

The Louisiana State Board of Nursing does not allow licensure by examination for Excelsior College graduates. EXCEPTION: LPN’s residing in Louisiana enrolled prior to June 14, 2018 are eligible for licensure by examination if the NCLEX-RN is passed prior to July 1, 2022.

Endorsement: Excelsior College graduates enrolled after June 14, 2018 may apply for licensure by endorsement. Contact the Louisiana Board of Nursing for instructions on applying for RN licensure by endorsement.

State Licensure Requirements for Associate Degree in Nursing Graduates (May 2019):

The Bill directing the Board of Nursing (BON) to license graduates of the Excelsior nursing program (HB 2950) was passed by the Senate and the House and signed by the Governor. The bill directed the BON to establish a process for licensure. The BON conducted public meetings to meet this requirement, and proposed rules on which Excelsior was able to provide feedback. Dean Pollard represented the School of Nursing at these meetings.

According to law, NCLEX-RN pass rates must remain above the Texas BON benchmark of 80 percent. Should they remain below 80 percent for four consecutive years, students will be required to complete additional requirements for licensure. Currently, no additional requirements are necessary for Excelsior students to be licensed in Texas.

For all other graduates, the required number of hours to work with a provisional license is 400.

Endorsement: Graduates may apply for licensure by endorsement if they have 960 hours of RN experience.

Initial Licensure: Associate degree nursing graduates enrolled prior to March 3, 2017 with LPN licensure are eligible to apply for initial licensure if all program requirements, including the CPNE, are completed by May 24, 2020. Associate degree nursing graduates are required to complete a 200-hour preceptorship after graduation. This preceptorship must be approved and will be administered by the Washington State Nursing Care Quality Assurance Commission.

Endorsement: Associate degree nursing graduates may apply for licensure by endorsement with 1000 hours of RN experience.
