Tony Spearman-Leach
Tony Spearman-Leach of Gaithersburg, Maryland, serves as Senior Director of Institutional Advancement at the U.S. Congressionally chartered National Academy of Public Administration. A dynamic and multidimensional leader, he brings together a rich blend of experience across business, public policy, science, technology, and the arts. Tony holds a Bachelor of Science from Regents College (1992) and a Bachelor of Arts from Johns Hopkins University (1995). His career has been marked by an enduring commitment to public service and civic engagement—values he extends globally through his work with the U.S. Department of State’s International Visitor Leadership Program, where he leads workshops and training sessions for international nonprofit and NGO leaders. Within higher education, Tony has been a devoted advocate for alumni engagement, advancement, and mentorship. A member of the Excelsior University Alumni Leadership Council since 2021, he assumed the presidency of both the Excelsior University Alumni Association and its Council in July 2023. Effective January 1, 2026, he will begin serving as the Association’s Immediate Past President. Deeply committed to volunteerism and community leadership, Tony continues to lend his expertise across a range of civic and governance roles. He currently serves as Treasurer of the Mid-Atlantic Federal Credit Union, Chair of the Montgomery College Pinkney Innovation Complex for Science & Technology (PIC MC) Foundation, Chair of the U.S. Selective Service System State of Maryland Board #ICB016, and Chair of the Josiah Henson Park & Museum Advisory Board. He also serves as Governance Committee Chair for Leadership Montgomery, where he is an alumnus of the organization’s 2018 CORE (Connecting Our Region’s Execs) class.
