STATEMENT OF POLICY

Hazing as defined in the policy is strictly prohibited and this policy is applicable to the Excelsior University community including staff, faculty and students. At Excelsior, we are committed to cultivating a workplace and learning environment where every individual feels safe, respected, and valued. Hazing in any form undermines our core values of inclusion, dignity, and mutual respect. This policy reflects our dedication to maintaining a culture that celebrates diversity, promotes collaboration, and ensures that all members can thrive without fear of coercion, intimidation, or harm.

DEFINITIONS

Hazing: Hazing is defined by federal law as any intentional, knowing, or reckless act committed by a person, individually or with others, against another person, regardless of their willingness to participate, that occurs during initiation into, affiliation with, or maintenance of membership in a student organization, and that causes or creates a risk of physical or psychological injury.

Prohibited Conduct: Examples of prohibited hazing activities include, but are not limited to:

  • Physical abuse such as whipping, beating, or striking;
  • Forced consumption of food, alcohol, drugs, or other substances;
  • Sleep deprivation, exposure to the elements, or confinement in a small space;
  • Activities that cause fear of bodily harm through threats or conduct; and
  • Any activity that violates local, state, tribal, or federal law.

REASON FOR POLICY

This policy complies with the federal Stop Campus Hazing Act and fosters a safe and respectful environment for all members of the Excelsior University community.

PROCEDURES

Reporting Hazing Incidents: Students, faculty and staff are encouraged to report hazing incidents to campus security authorities or local police. Staff and faculty can report anonymously through the University’s online reporting system, EthicsPoint.

Annual Security Report: Beginning in 2025, the University will collect statistics on hazing incidents and disclose any 2025 statistics on reported hazing incidents in its October 1, 2026, Annual Security Report (ASR). Additionally, in December 2025, and subsequently as required the University will publish a Campus Hazing Transparency Report on the University’s website.

Prevention Programs: The University will implement hazing prevention training and publish information related to the training and this policy.

Enforcement: Violations of this policy will result in disciplinary action, which may include suspension or expulsion from the University and referral to law enforcement.

Review and Updates: This policy will be reviewed regularly and updated as necessary to ensure compliance with federal and state laws.
