About Jeffrey Metzler
Jeff Metzler is a litigation partner at Pillsbury Winthrop Shaw Pittman LLP and co-leader of the firm’s Education practice, where he advises colleges, universities, and other institutions on high-stakes disputes, investigations, and compliance matters. He is nationally ranked by Chambers USA for higher education law and is recognized for his strategic judgment and client-focused approach.
Metzler has extensive experience handling complex civil litigation, government investigations, and appeals in various topics, including civil rights and discrimination claims, Title IX matters, employment law, commercial disputes, construction litigation, insurance recovery, consumer protection, and administrative law. He regularly represents educational and nonprofit institutions and has successfully argued dozens of appeals in New York and federal courts. His appellate practice includes matters before the U.S. Courts of Appeals and the New York Court of Appeals.
Before joining Pillsbury, Metzler served for more than five years as associate general counsel at New York University, where he oversaw litigation, government investigations, and student affairs. He also held senior government roles, including assistant solicitor general for New York State, acting general counsel and chief of litigation for the New York City Council, and vice president for Economic Empowerment at Empire State Development.
Metzler was an adjunct professor at NYU’s Robert F. Wagner Graduate School of Public Service and is a frequent speaker on higher education law, DEI compliance, and Title IX.
