State Licensure Requirements for Associate Degree in Nursing Graduates

In a number of states, Excelsior College School of Nursing graduates are licensed by examination without additional requirements or stipulations. However, there are differences in the statutes and regulations for RN education and licensure among jurisdictions. In some states, Excelsior College Associate Degree in nursing graduates must meet additional requirements or stipulations to become eligible for RN licensure.

If you reside in a state with additional licensure requirements and you wish to be admitted to Excelsior College’s Associate Degree in nursing program, you are required to complete a pre-admission form. This form includes an acknowledgement that you understand the additional requirements or stipulations for licensure in the state where you currently reside and/or where you plan to apply for RN licensure.

If you are unable to obtain licensure in a state with additional requirements for RN licensure, you may work in a federal facility in that state by obtaining an RN license in any U.S. jurisdiction. Federal facilities include entities such as VA hospitals and federal prisons.

Statutes and regulations pertaining to RN education and licensure are subject to change. The information provided on this page is the most current information available to us.

The School of Nursing supports our graduates in their preparation for the NCLEX-RN® by providing a Virtual-ATI® NCLEX-RN review course after successful completion of the CPNE. Here’s how it works:

VIRTUAL-ATI NCLEX® Review – Approximately one week after you successfully complete the CPNE, you will receive registration instructions through MyExcelsior Message Center on how to register for the Virtual-ATI NCLEX® Review. You will receive access to preparation tutorials: Nurse Logic and Learning Systems. This NCLEX Review is provided at no cost to you for 12 weeks. When you are within 30 days of your degree conferral date, you will receive access to the ATI virtual classroom. This is when your 12-week session begins. In the virtual classroom, your coach will work with you to complete assignments and assessments to prepare you for the NCLEX-RN. You must complete at least 50% of the virtual review course for your final documents to be released to the Board of Nursing so you can sit for the NCLEX-RN. If the 50% completion mark is not reached by the end of 12 weeks, you are responsible for the review course renewal fee. Because we care about your success, we expect you to continue with your V-ATI coach until you receive Green Light status. Past experiences demonstrate that students who earn Green Light status and take the NCLEX-RN within 2 weeks of completing, achieve a 98% pass rate.

Important: Effective October 1, 2019

Excelsior College will no longer admit students to the associate degree nursing program who reside in the state of Arizona.

Direct licensure: Students enrolled prior October 1, 2019, and who were residents of AZ at the time of enrollment in Excelsior College, must complete a 120-hour clinical preceptorship. This is completed before graduation and is administered by Excelsior College at specific hospitals in Arizona. An additional fee is charged for the preceptorship.

Direct licensure: Students who enrolled after January 1, 2006, must complete a preceptorship after graduation. This preceptorship is approved and administered by the Colorado Board of Nursing. LPNs/LVNs must complete a 350-hour preceptorship and non-LPNs/LVNs must complete 750 hours.

Endorsement: Graduates enrolled after January 1, 2006, may apply for licensure by endorsement with 2000 hours of RN experience (or complete the preceptorship).

Direct licensure: Students enrolled prior October 1, 2019, and who were residents of OK at the time of enrollment in Excelsior College, are required to complete a 60-hour clinical preceptorship prior to graduation. Excelsior College administers the preceptorship at a specific hospital in Oklahoma. An additional fee is charged for the preceptorship.

The Texas Board of Nursing accepts candidates from programs in other states for a license in Texas as long as their curriculum requirements are substantially equivalent to the requirements for Texas-approved programs. Since Excelsior’s program does not require faculty supervised clinical instruction, it is not equivalent. However, state legislation allows Excelsior graduates to take the NCLEX for licensure in Texas as long as Excelsior holds national nursing accreditation (ACEN) and is approved by the NY Board. Excelsior will voluntarily withdraw ACEN accreditation for the pre-licensure associate degree program on May 10, 2021.

At that time, the pathway to a Texas license will be different. Excelsior graduates who are eligible may take the NCLEX for a provisional license. They will hold that provisional license until they complete 500 hours of supervised practice and then will be issued a full license.

Licensing Rule 217.2(a)(4)(E) states:

“(E) If an applicant for licensure as a registered nurse has completed a clinical competency assessment program which is deemed not to be substantially equivalent to Board standards for Texas programs, the Board may issue a provisional license to the applicant once the applicant has passed the National Council Licensure Examination for Registered Nurses (NCLEX-RN® Examination). The applicant will be eligible for full licensure if the applicant completes the requirements of clause (i) or (ii) below:

(i) The applicant completes 500 hours of clinical practice under the direct supervision of an approved preceptor. The applicant, prior to beginning practice, must submit the name and license number of a potential preceptor for Board approval. After completion of 500 hours of clinical practice under direct supervision of the approved preceptor and the preceptor’s signature that the applicant is competent and safe to practice nursing, the applicant may be eligible for full licensure.

(ii) The applicant completes an educational program at an approved Texas program which is designed to assess and improve clinical skills for applicants who have not completed supervised clinical experiences in their prior educational program. The applicant must seek and receive the Board’s approval prior to entering into the program to ensure that the program will allow the applicant may be eligible for full licensure. The applicant must provide the Board evidence of completion of the approved program.”

The Texas legislature HB 2950 provides a pathway for licensure for Excelsior graduates.

The Bill directing the Board of Nursing (BON) to license graduates of the Excelsior nursing program (HB 2950) was passed by the Senate and the House and signed by the Governor. The bill directed the BON to establish a process for licensure. The BON conducted public meetings to meet this requirement, and proposed rules on which Excelsior was able to provide feedback. Dean Pollard represented the School of Nursing at these meetings.

According to law, NCLEX-RN pass rates must remain above the Texas BON benchmark of 80 percent. Should they remain below 80 percent for four consecutive years, students will be required to complete additional requirements for licensure. Currently, no additional requirements are necessary for Excelsior students to be licensed in Texas.

The Vermont Board of Nursing does not allow licensure by examination for Excelsior College graduates.

All graduates enrolled on or before April 1, 2006 will be allowed to apply for licensure. All graduates with enrollment date of April 1, 2006 or after must apply for licensure by endorsement. Initial Licensure: Graduates applying for direct licensure will be issued a provisional RN license with requirements to work for a predetermined number of hours before being issued an RN license. For graduates who were LPNs/LVNs upon enrollment with Excelsior College, the required number of hours to work with a provisional RN license is 350. For all other graduates, the required number of hours to work with a provisional license is 400.

Endorsement: Graduates may apply for licensure by endorsement if they have 960 hours of RN experience.

Excelsior College will no longer admit students to the associate degree nursing program who reside in the state of Washington.

Effective March 3, 2017
Excelsior College will no longer admit students to the bachelor’s program, and the RN to MS nursing program who reside in the state of Washington.

Initial Licensure: Associate degree nursing graduates enrolled prior to March 3, 2017 with LPN licensure are eligible to apply for initial licensure if all program requirements, including the CPNE, are completed by December 31, 2020. Associate degree nursing graduates are required to complete a 200-hour preceptorship after graduation. This preceptorship must be approved and will be administered by the Washington State Nursing Care Quality Assurance Commission.

Endorsement: Associate degree nursing graduates may apply for licensure by endorsement with 1000 hours of RN experience.
