Excelsior University has been approved by the New York State Education Department to participate in the State Authorization Reciprocity Agreement (SARA). The National Council for State Authorization Reciprocity Agreements (NC-SARA) welcomed Excelsior University to officially join the initiative effective January 5, 2017.SARA is a voluntary agreement among member states, districts and territories that establishes national standards for interstate offering of distance education courses and programs. This Agreement is intended to make it easier for students to take online courses offered by postsecondary institutions based in another state. SARA Student Complaint Process
Students, or prospective students, must first attempt to resolve a complaint within Excelsior by following the Excelsior University Student Complaints Process.

Pursuant to the State Authorization Reciprocity Agreements Policy Manual Section 4.5(c), “If a person bringing a Complaint is not satisfied with the outcome of the institutional process for handling Complaints, the Complaint (except for Complaints about grades or student conduct violations) may be appealed, within two years of the incident about which the Complaint is made, to the SARA portal entity in the home state of the institution against which the Complaint has been lodged. That SARA State Portal Entity shall notify the SARA State Portal Entity for the State in which the student is located of receipt of that appealed Complaint.” Typically, the state portal entity is that state’s education department or agency. As mentioned above, please note that SARA policies do not cover complaints related to grades or student conduct violations and students have two years to submit complaints to NC-SARA.

SARA State Participation

As an out-of-state accredited, private, nonprofit, independent institution, Excelsior University is not currently subject to the regulations of the California Bureau of Private Postsecondary Education. Therefore, Excelsior University is in compliance with California regulations concerning postsecondary distance education.

Excelsior University has not established a physical presence in Guam; therefore, the College is not currently subject to the regulations of the Guam Council on Post-Secondary Institution Certification. Accordingly, Excelsior University is in compliance with Guam regulations concerning postsecondary distance education.

Direct licensure: Students who enrolled after January 1, 2006, must complete a preceptorship after graduation. This preceptorship is approved and administered by the Colorado Board of Nursing. LPNs/LVNs must complete a 350-hour preceptorship and non-LPNs/LVNs must complete a 750 hour preceptorship.

Endorsement: Graduates enrolled after January 1, 2006, may apply for licensure by endorsement with 2000 hours of RN experience (or complete the preceptorship).

Apply for Student Permit for the Preceptorship – complete and submit to the Office of Licensing:

  • Click Application for Special or Student Permit – application is available in the Registered Nurse Applications and Forms under additional applications, forms and checklists. Do not leave any spaces blank, if not applicable, indicate “N/A”.
  • Instructor/Preceptor Agreement form – must be signed by your preceptor and the administrator at the facility where you will be doing the preceptorship.
  • Official transcript – To request your official transcript to be submitted to the Board of Nursing with the conferral date, click the online transcript request link and follow the prompts. The Registrar’s Office will release the transcript on or after your graduation date.

After the preceptorship is completed and you receive the completed Skills checklist –

Before applying, call the Virginia Department of Health Professions Board of Nursing regarding the required documents needed for completing Excelsior’s nursing program. The VA BON will issue a provisional RN license with requirements to work for a predetermined number of hours, under supervision, before being issued an RN license.

For graduates who were eligible for admission as LPNs, the required number of hours is 350.

100 hours of credit may be applied for applicants who have successfully completed a nursing education program that:

a) Requires students to pass competency based assessments of nursing knowledge as well as a summative performance assessment of clinical competency that has been evaluated by the American Council on Education or any other board-approved organization: and

b) Has a passage rate for first-time takers on the NCLEX that is not less than 80% calculated on the cumulative results of the past four quarters of all graduates in each calendar year regardless of where the graduate is seeking licensure.

For all other graduates, the required number of hours is 500.

State Board Application Instructions

Graduates who completed the program after May 10, 2021 are not eligible for RN license by examination.

Graduates prior to May 11, 2021, complete the following:

  • Application: Visit the Wisconsin Department of Safety and Professional Services website for instructions on how to apply for RN licensure by examination.
  • Complete and submit (Form 3087) and fee directly to DSPS.
  • Official transcript: To request your official transcript to be submitted to the Board of Nursing with the conferral date, click the online transcript request link and follow the prompts. The Registrar’s Office will release the transcript on or after your graduation date.
  • Pearson Vue – Register with Pearson VUE to take the NCLEX-RN.
    • Select NCLEX as your program.
    • To update your information if you have an account with Pearson Vue – Click ‘My Profile’ under the ‘My Account’ menu. You will see the ‘Edit’ option to the right of any fields you can update.
    • Excelsior Program Code is listed under New York State: AD program – US03401900
    • Any questions, contact Pearson Vue customer service:

    • Authorization to Test (ATT) – You will receive the ATT from Pearson Vue via email after the Board deems you eligible.
