State Board Requirements

State Licensure Requirements for Associate Degree in Nursing Graduates

In the vast majority of U.S. jurisdictions, Excelsior College School of Nursing graduates are licensed by examination without additional requirements or stipulations. However, there are differences in the statutes and regulations for RN education and licensure among jurisdictions. In some states, Excelsior College Associate Degree in nursing graduates must meet additional requirements or stipulations to become eligible for RN licensure.

If you have questions about your eligibility to obtain RN licensure in a particular state, please direct your questions to that state board of nursing. If you reside in a state with additional licensure requirements and you wish to be admitted to Excelsior College's Associate Degree in nursing program, you are required to complete a pre-admission form. This form includes an acknowledgement that you understand the additional requirements or stipulations for licensure in the state where you currently reside and/or where you plan to apply for RN licensure.

If you are unable to obtain licensure in a state with additional requirements for RN licensure, you may work in a federal facility in that state by obtaining an RN license in any U.S. jurisdiction. Federal facilities include entities such as VA hospitals and federal prisons.

The School of Nursing supports our graduates in their preparation for the NCLEX-RN® by providing the Virtual-ATI® NCLEX-RN review course after successful completion of the CPNE. Our students are required to complete assessments and work interactively with an ATI coach. Students who take the NCLEX-RN within three weeks after receiving a "green light" from Virtual-ATI enjoy a 94% pass rate.

The Arkansas Higher Education Coordinating Board (AHECB) has established rules and regulations specifying general education core requirements for Arkansas students. These requirements are not included in the curriculum for the associate degree in nursing program.

If your educational plans include transfer of your credits to an Arkansas institution for degree completion, attending graduate school in the State of Arkansas, or if you plan to work for an Arkansas employer that requires employees to complete the AHECB general education requirements, you will be required to complete additional general education requirements.

The California Board of Nursing does not license Excelsior College graduates enrolled after December 5, 2003, by examination or by endorsement.

Direct licensure: Students who enrolled after January 1, 2006, must complete a preceptorship after graduation. This preceptorship is approved and administered by the Colorado Board of Nursing. LPNs/LVNs must complete a 350-hour preceptorship and non-LPNs/LVNs must complete 750 hours.

Endorsement: Graduates enrolled after January 1, 2006, may apply for licensure by endorsement with 2000 hours of RN experience (or complete the preceptorship).

The Bill directing the Board of Nursing (BON) to license graduates of the Excelsior nursing program (HB 2950) was passed by the Senate and the House and signed by the Governor. The bill directed the BON to establish a process for licensure. The BON conducted public meetings to meet this requirement, and proposed rules on which Excelsior was able to provide feedback. Dean Pollard represented the School of Nursing at these meetings.

The BON adopted the rules last week. According to law, NCLEX-RN pass rates must remain above the Texas BON benchmark of 80 percent. Should they remain below 80 percent for four consecutive years, students will be required to complete additional requirements for licensure. Currently, no additional requirements are necessary for Excelsior students to be licensed in Texas.

For graduates who were LPNs/LVNs upon enrollment with Excelsior College, the required number of hours to work with a provisional RN license is 350. For all other graduates, the required number of hours to work with a provisional license is 500.

Important: Effective March 3, 2017

Excelsior College has suspended applications to the associate degree nursing program, the bachelor's program, and the RN to MS nursing program from Washington state residents.

Initial Licensure: Graduates enrolled prior to March 3, 2017 with LPN licensure are eligible to apply for initial licensure if all program requirements, including the CPNE, are completed by May 24, 2020. Graduates are required to complete a 200-hour preceptorship after graduation. This preceptorship must be approved and will be administered by the Washington State Nursing Care Quality Assurance Commission.

Endorsement: Graduates may apply for licensure by endorsement with 1000 hours of RN experience.
