Military Credit Acceptance Policy

The primary method for awarding college credit for military learning experiences is the submission of an official Joint Services Transcript (JST) listing American Council on Education (ACE) approved credits or an Air University / Community College of the Air Force transcript. In addition, Excelsior awards degree applicable college-level credit for the following military experiences:
  1. Department of Defense Civilian Personnel - Excelsior will award credit for American Council on Education (ACE) evaluated military service school courses completed by Department of Defense Civilian Personnel. The course completion date, course length, and course location must match the American Council on Education (ACE) credit recommendation for that course.
  2. Air University and Community College of the Air Force – Excelsior will award credit for institutionally accredited course work from Air University and the Community College of the Air Force.
  3. Military Credit on Institutionally Accreditation Transcript - Excelsior does not routinely accept military transfer credit listed on transcripts from other colleges. However, if one of the following criteria is met, Excelsior does consider transfer credit submitted on an accredited college transcript: a. An accredited college whose faculty are contracted to provide the instruction of the military service school course and awards college-level credit for the instruction. b. The military credit listed on the accredited transcript is a military-offered educational experience that has been evaluated by a college that is a member of the military or government partnership consortium. The college must meet the following criteria for the credit to be accepted in transfer: credit must be listed by course equivalency or requirement equivalency (block credit format not accepted); the college’s evaluation must adhere to standards from organizations with experience in assessing learning such as CAEL and ACE; the college must be a DoD MOU institution in good standing.
  4. Marine Corps Military Occupational Specialties - Marine Corps personnel qualified in their MOS, which has not been evaluated by ACE, should be awarded credit based on comparable Army MOSs which are evaluated and recommended for credit by ACE.
  5. Aviation Commissioned Officer MOSs and Ratings – Army Commissioned Aviation Officers whose Occupation is not evaluated by ACE can be awarded the equivalent Army Warrant Aviation Officer Occupation's ACE evaluated credit.
  6. Defense Language & Foreign Service Institute Courses and Defense Language Proficiency Tests - Excelsior awards credit for the Defense Language Institute courses, Defense Language Proficiency Tests (DLPT), and Foreign Service Institute courses.
  7. Excelsior Faculty Evaluated Training – As per the Assessment of Training, Non-Accredited Educational Programs, and Industry Credentials for Credit policy, Excelsior grants credit for military training approved by Excelsior as being comparable to college-level learning outcomes achieved in college courses.

  • SMART Transcript (Sailor/Marine ACE Registry Transcript) for Navy and Marine Corps personnel
  • AARTS (Army/ACE Registry Transcript System) for Army and Army National Guard personnel. Army personnel and Veterans should also include supporting documentation verifying duty MOS information. Enlisted personnel should submit Enlisted Record Brief (ERB) or Noncommissioned Officer Evaluation Report (NCOER) and Officers (Commissioned and Warrant Officers) should submit an Officer Record Brief (ORB) as supporting documentation.
  • Coast Guard Institute Transcript for Coast Guard personnel
  • Army National Guard Transcript for Army National Guard personnel
  • Community College of the Air Force for Air Force personnel
  • DD Form 295, Application for the Evaluation of Educational/Learning Experiences During Military Service for active-duty personnel who are not eligible for any of the above documents.
  • DD Form 214, Armed Forces of the United States Report of Transfer or Discharge
  • NGB Form 22, Army National Guard Reserve Service, in lieu of DD Form 214
  • DOD Civilian - Students seeking credit for ACE-evaluated military service school course(s) must submit an official transcript to receive credit. The transcript must be submitted in a sealed envelope directly from the sponsoring military service school. If the sponsoring service school cannot provide an official transcript, a letter on service school letterhead may be submitted from the service school.

  • The Education Services Officer at the installation to which the person is assigned.

  • National Personnel Records Center
  • Veterans Affairs State or County Office / County Clerk’s Office - The DD214 must be signed and certified to be a true copy and sent directly to Regents College by the certifying officer. The College cannot accept documents submitted by students.
  • Army Reserve Commands and Training Divisions
  • U.S. Army Reserve Component and Administrative Center (TAGO)
  • Naval Reserve Personnel Center (Code 41)
  • Army Personnel submitting supporting documentation such as an ERB/SRB/ORB/NCOER can submit their documentation by email and have that uploaded to their file for review.
